US Rep Brady Urges Senate To Pass Trade Bill Without Amendments

Excerpt: Rep. Kevin Brady (R., Texas), a leading Republican on trade issues, urged the Senate Tuesday to quickly pass a trade-related bill without amendments to help clear the way for approval of free-trade agreements with South Korea, Colombia and Panama. The Texas Republican who heads the House Ways and Means trade subcommittee said he is optimistic that the three trade pacts will be passed “very soon,” with a path worked out to meet a White House demand that funding for job retraining to help workers displaced by trade be passed at the same time. Brady confirmed that the plan is for the Senate to attach a scaled-back version of the retraining program, known as Trade Adjustment Assistance, or TAA, to a bill passed by the House last week to provide duty-free access for imports from developing countries. “I hope that the Senate will immediately turn to that bill and pass it with the TAA deal, defeating all other amendments,” he said in prepared remarks for a speech to the USA Engage business group coalition. “At that point, we hope that the administration will send up the pending agreements, and then the House, as the Speaker has promised, can consider these agreements and TAA in tandem.”

House Democrats Wary of ‘Path’ to Trade Deals

Excerpt: Two senior Democrats on Thursday reacted warily to a Senate deal to ensure passage of three long-delayed free trade agreements, saying they wanted an absolute guarantee that a retraining program for displaced workers would also be approved… Meanwhile, business groups welcomed the Reid-McConnell agreement and urged quick follow through. “While there will be many legislative priorities when Congress returns, the administration and Congress must now move to a vote and finally take yes for an answer on trade,” said Chuck Dittrich, vice president for regional trade issues at the National Foreign Trade Council.

FTA Delay Costing Farmers Money, Market Share

Excerpt: In a few short weeks, the United States will be the only major wheat provider for Colombian buyers not benefiting from permanent zero duty access. This will cut significantly into wheat growers’ share of that large and growing market — hurting both U.S. producers and Colombian buyers of their products. That was the main message from NAWG President Wayne Hurst at a press roundtable held Friday by the National Foreign Trade Council (NFTC), which promotes the expansion of trade.

U.S. Business Hopes Debt Deal Clears Way For Trade

Excerpt: A deal to raise the U.S. debt ceiling after weeks of tough talks between the White House and Congress has raised hope leaders will now turn their attention to resolving difference blocking three long-delayed trade deals, U.S. business groups said on Monday. “It would be good if we can start those wheels turning before (lawmakers) go away” for their month-long August recess, said Bill Reinsch, president of the National Foreign Trade Council, whose members include major exporters such as Boeing and Caterpillar.
